Returns data packages that can be applied as a top-up to an existing eSIM.
The iccid must belong to a completed purchase on your partner account. The underlying telecom provider must support top-ups (not all carriers do).
Integration Tip: Call this endpoint when a user selects "Add more data" on an active eSIM. Use the returned package_id and external_package_id in POST /orders/submit-topup.
